I am immigrating to Hong Kong and one of the requirements is a police background check. How is this done? Can anyone recommend any good online services that will send a certified document?

I’m a British citizen, moving back home (have been abroad since my early teens) as an adult, but a rental agency in the UK says I need references to rent a residence in the UK, and need to be ‘checked out’.
Trouble is, I don’t rent here, I live with a relative; I only get two bills in my name. What could I get or do to be a better ‘risk’ to rent to in the UK?
A police background check (which is expensive here) would only cover the country I’m in now, and probably wouldn’t be taken seriously in the UK. I have no criminal record, no bad credit history, but don’t have former landlords or close family to "back me up".

Obviously any criminal convictions will come up, but what else is researched and revealed in a police background search. Do they look into your home life? Employment history? Bank Accounts? What sort of thing gets researched?
The reason for asking this is that I have a friend who is applying for a job, which requires a CRB check and a Police Background Check, and he is worried that this will reveal the big gaping gaps in his employment history, which will surely prevent him from getting the job he is going after. He is desperate for work and wants to know if he should risk falsifying his references and go for the job.
I have told him that this is going to backfire horribly, but he won’t listen. So if anyone could tell me whether employment history gets checked under a background search it would be appreciated, as I am really concerned that he will be found out.
